Ukraine’s Catch-22: Needing Troops for Security, but Their Presence Risks War

Ukraine is caught in a devastating Catch-22: it needs a Western military presence to guarantee its long-term security, but the very presence of those troops now risks triggering a wider war. This paradox has been sharpened by Vladimir Putin’s latest threat.

The logic for Ukraine is simple. After enduring a full-scale invasion, only the tangible presence of allied forces—a “tripwire”—can credibly deter future Russian aggression. This is why Kyiv is pushing so hard for the French-led security plan.

The Catch-22 is that this solution to their security problem is now being framed by Moscow as a cause for war. Putin’s declaration that these troops would be “legitimate targets” means that the act of securing the peace could be the very thing that shatters it and pulls in Western powers directly.

This leaves Ukraine in an impossible position. Without a security guarantee, it remains vulnerable to Russia. But the pursuit of that guarantee brings with it the risk of a catastrophic escalation. Navigating this paradox is the central challenge for Ukrainian diplomacy and for its Western partners.
