A High-Wire Act: Trump Balances Legal Risks, EU Doubts, and Geopolitical Goals

President Donald Trump is engaged in a precarious high-wire act, attempting to balance immense domestic legal risks, potential doubts from European allies, and his ambitious geopolitical goals. At the center of this act is his proposal for a 100% tariff on India and China, a move that could either be a masterstroke or a catastrophic fall.

On one side, the act is threatened by a major legal challenge. The Supreme Court is set to rule on his tariff authority, and a loss would mean a multi-billion-dollar fall for the US Treasury. Treasury Secretary Scott Bessent has publicly admitted the risk is “terrible.”

On the other side is the challenge of keeping the EU on board. The US has made its plan conditional on European participation, meaning Trump must persuade a potentially skeptical Brussels to step onto the high wire with him for a risky maneuver that could destabilize the global economy.
