Russia Strikes Ukraine: Service Interruptions Plague Cities as Negotiators Push Forward

Russian forces killed at least one person and wounded 15 others, causing service interruptions to plague Kyiv and Kharkiv as negotiators pushed forward in Abu Dhabi. The strikes disrupted essential utilities while diplomatic representatives continued pressing toward a peace agreement.

Kyiv Mayor Vitali Klitschko issued emergency warnings that the capital was experiencing a “massive enemy attack,” as service interruptions plagued the city. The bombardment targeted infrastructure, causing casualties and widespread utility disruptions. Heat and water service interruptions affected thousands of residents during winter.

Mayor Igor Terekhov reported that service interruptions plagued Kharkiv following attacks by Iranian-manufactured Shahed drones. The drone strikes damaged residential complexes and critical infrastructure, causing widespread utility disruptions. The northeastern city has faced persistent service interruptions throughout the nearly four-year conflict.

Despite service interruptions plaguing both cities, negotiators pushed forward in Abu Dhabi. American, Russian, and Ukrainian representatives engaged in intensive two-day talks, demonstrating determination to make progress. The UAE foreign ministry stated the discussions represented “ongoing efforts to promote dialogue and identify political solutions to the crisis.”

President Zelensky announced that peace proposals were “nearly ready” as negotiators pushed forward. He proposed creating a free trade zone in eastern Ukraine under Kyiv’s control following his meeting with President Trump. President Putin met with Trump’s envoys Steve Witkoff and Jared Kushner, while all negotiators remained committed to pushing forward.
